Michelle G. Colacicco-Mayhugh, PhD, COL (Ret)

Michelle G. Colacicco-Mayhugh, PhD, COL (Ret), serves as Director, Department of Programs at The Geneva Foundation, where she oversees the execution and management of research programs that advance military medicine and strengthen readiness across the military health enterprise.

A retired U.S. Army Colonel with more than 25 years of experience in military medical research, product development, acquisition, and public health, Dr. Colacicco-Mayhugh has led complex research and development portfolios from strategic planning and funding through execution and delivery. Her expertise spans medical product development, force health protection, infectious disease prevention, and the integration of scientific innovation into operational capability.

Prior to joining Geneva, Dr. Colacicco-Mayhugh served as Director of the Armed Forces Pest Management Board within the Office of the Under Secretary of Defense for Acquisition and Sustainment and as Medical Entomology Consultant to the U.S. Army Surgeon General. She also served as Deputy Principal Assistant for Acquisition at the U.S. Army Medical Research and Development Command, where she provided oversight of medical product development programs and supported the delivery of critical medical capabilities to military forces. During the COVID-19 pandemic, she served as Vaccine Delivery Product Lead for the Joint Acquisition Task Force, managing a $450 million portfolio supporting the national vaccination effort.

Dr. Colacicco-Mayhugh earned a Bachelor of Science in Biological Sciences from the University of Missouri, a Master of Science in Entomology from Clemson University, and a Doctor of Philosophy in Medical Zoology from the Uniformed Services University of the Health Sciences. Her contributions to military medicine and public health have been recognized with numerous honors, including the Army Hero of Military Medicine Award and the Order of Military Medical Merit.
